Minister Benn Highlights Security, Diversity, and Development at NTC 2025

On the second day (May 20, 2025) of the National Toshaos Council (NTC) 2025, Minister of Home Affairs, the Hon’ble Robeson Benn, addressed critical issues surrounding national security, community policing, and inclusive development, while emphasizing the Government’s ongoing commitment to peace and prosperity across all communities in Guyana.
In his presentation, Minister Benn reaffirmed the importance of fostering diversity within the security forces, noting the recent recruitment of indigenous men and women into the police service as a significant stride toward a more empathetic and community-connected approach to policing. He emphasized that understanding and representing the communities served is key to effective law enforcement and national unity.
Minister Benn also highlighted progress in expanding community policing groups (CPGs) and the role of technology and intelligence in strengthening sovereignty and public safety. He pointed to recent efforts to distribute essential firefighting and emergency response equipment in interior communities, and outlined initiatives aimed at improving support systems for victims of violence, particularly in areas challenged by substance abuse and social isolation.
On economic and developmental fronts, the Minister recognized the importance of creating sustainable livelihoods in indigenous and remote communities. He reaffirmed the government’s commitment to expanding access to micro-industries, education, and skills training, including the establishment of a new training center to better prepare youth for employment in emerging sectors.
In addressing the issuance of firearm licences, Minister Benn indicated that a team will be at the conference to facilitate the application process for the issuance of shot gun licences to aid in the protection of crops and livestock and to support food security. He encouraged all Toshaos to exercise environmental responsibility.
Concluding his presentation, Minister Benn underscored the integral link between security and development, stating, “Development will not be optimized without security. We must all work together to improve safety, ensure opportunity, and increase peace in Guyana.”
